The Committee on Banking & Insurance moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §35-1A-1, §35-1A-2, §35-1A-3, §35-1A-4, §35-1A-5, §35-1A-6, §35-1A-7, §35-1A-8, §35-1A-9, §35-1A-10, §35-1A-11, §35-1A-12, §35-1A-13, §35-1A-14, and §35-1A-15, all relating to creating the Health Care Sharing Organizations Freedom to Share Act; providing definitions, exempting health care sharing organizations from the state's insurance laws; requiring certificates of registration; providing for renewal of certificates of registration, requiring representations, requiring disclosures, providing written notice, providing for third-party accreditation, providing for third-party accreditor application; providing for renewal of third-party accreditation, imposing duties on third-party accreditors, providing for suspension or revocation of third-party accreditor’s approval or denial of renewal, providing for violations of third-party accreditor, providing that membership in a health care sharing organization satisfies a requirement to have health care insurance by a public institution of higher education; and providing for rule-making authority.
